Orr speed was relative. All the players then were beer drinking non athletes. They didn't train during the off season and would drink and smoke between periods.
The game was super slow when Orr played, it made him look fast. It's a joke when you look back at it. In Gretzky's era it was run and gun pure speed, talent and toughness.
Orr had the big bad bruins to protect him, a team of goons so he could skate around the losers during the expansion era.

Here are some stats to think about. Hockey News selected the top 100 players of all time at the close on 1997..and published the book in Jan of 98. Gretzky was at the end of his stat filled career. It had been 22 years since Orr had played a full season. The panel was not allowed to use +/- or goals for vs goals against stats because it was deemed unfair to players who had played prior to 67/68 (when the stats began). After tallying the multitude of votes cast. Gretzky 2726 ..Orr 2713. Hmmm!!

Drouin said Gretzky had to be the most overrated "athlete" of all time.
