this has to be some type of modded version of the arcade game. just look how many street fighter clones came out with mods.

Sorry to burst your bubble, only because you can't understand what you see doesn't mean that this combo is done on a modded version.
Orchid's 80 Hits Ultimate or Ultra with the missed shadow ender can be done on every Arcade Machine.
In fact I have done it on my own Arcade Machine and in the Arcade many many times ;)

The only other female enemy is Orchid (the girl doing the flashing in the first place), and when you make Orchid flash herself (or rather, another Orchid), she just scoffs and gets moderately pissed off.
