Why only now considering before the UN Coolition operation against the Saddam controled Middle of Iraq the UN controlled the upper part of Iraq and lower part of Iraaq and the US had 9 poermanent bases in Iraq before setting up the 3 more temoporary ones in formally Saddam controlled Iraq once the operation became a offical UN action post success?

I am still a little consern about having a Democrat President and a Democrat majority house/Senate because of the last time it was like that in the 70's and the whole vietnam war thing.
But despite Democrat majority HOuse/Senate promising to get the troops out of Iraq and didn't,promising to lower the price of gas and didn't,didn't fix energy crises yet,or do the Fannie fix, people believe a Democrat run top to bottom government might work.
