Jobs and making them realize the potential of going to school is a very good idea.However,first you have to change the attitude of the young.You need some speech motivators(past gang members),priests,etc to educate the very young about the consequences of such behaviour.Prevention should be the number 1 priority and thats how the problem could be at least minimzed,I pray eliminated.

Well,I thought it was a persons character that creates who they are?I think if you can change that,you can easily chamge the rest.I used to be a troublemaker also,fighting to impress,parties,taking drugs etc but once I actually listened to some lectures and experience,it changed my character and I went in the opposite direction wuthout even thinking twice.P.S,I respect your occupation,I myself wanted to be a cop but my criminal record disqualifies me.

I fully support the police in every aspect, having been involved in LE myself for a time. But I have to say: 400 officers at 37 locations at the same time, and all they managed to pick up was 29 people and 13 firearms? If you ask me, that's not a very good statistic.
Chief Bratton needs more funding, more officers, and the city as a whole needs more services to the individual communities (ie: after school programs, etc etc).

No. You're wrong. The one's with no light bars are usually gang units. However, that doesn't necessarily mean they don't drive these cars. Just so you know.
