Why do random videos which don't even have gramatically correct titles like this have almost 3 million views? I mean, there are tons of neil peart videos, there are probably tons of other videos of this same performance. /confused at youtube

Probably because nobody worries enough about the gramatical structure of youtube videos to be strayed from a great performance because of a slight confusion in wording. p.s. "The best drummer all over the world" is a nickname (or title in a sense) given to Neil Peart. Thus, the title is not a gramatical error.
