Every french film I've seen has sexual tensions between the characters, but not all had sex scenes.
Anyways, I think Gaspard is mistaken by Hannibal Lecter's character. Lecter most likely has a demented history of sex and perceives other actions (like killing someone) as catalysts for sexual pleasure.

Are you kidding me?! The movie changed this a bit, but if you read the book Hannibal Rising, Gaspard is totally correct in what he said. The only woman Hannibal ever had feelings for was Lady Murasaki--who was at least 20 years older than he was. She raised him from adolesence and she "saved" him. He worshipped her in a way that was borderline obsessive. He was sexually aroused by her, yet would never act on those feelings. To have sexual interactions with any other woman would disgust him.

But, in psychology terms, some people have a different way to express sexuality and arousal, but I don't know about Hannibal's case.
Oh, & that's the Oedipus complex! (A male being sexually drawn to the woman that raised him). Hannibal is just a plethora or issues.
